Wireless: CellCom 2.0.3 release only requires passcode for 20 beltpack option

New feature in CellCom 2.0.3 release requires that a passcode is now only needed if the user needs 11 to 20 beltpacks enabled on their system.  The non-password version will automatically support up to 10 beltpacks, thereby allowing users with 1.5.7 versions to upgrade free of charge.  The 10 beltpack version doesn't support IFBs, this page will be greyed out in the config editor software. 
The password if purchased will unlock the config editor to support 11 to 20 beltpacks, and will also unlock the IFB menu page in the config editor.  The password is entered on the software config editor system 1 page and the base station System Menu > Password page.
