Matrix: Can't manually release the TEL-14 caller, line is stuck, how do I release it?

Question:  I have a TEL-14 line that appears to be permanently seized by the MVX-A16 port.  I can't hang up the line by using the panel line release function and if I manually press the Hook button on the TEL-14 card that line doesn't drop either.  The line used to work correctly, no changes have been made to the configuration file.  How do I hang up the line?
Answer:  If you know the frame port # assigned to this telephone line there are several ways to drop the call. 
1.  If you are using a Median  / Omega frame then it is possible to isolate the specific MVX-A16 card and perform a reset to the card locally by pressing in the recessed reset button with a paper clip or by simply removing the card temporarily and re-inserting the card to force the MVX card to reset, this should clear up the issue and allow the rest of the system to not have to experience a frame reset. 
2.  If the entire frame can be reset without affecting operations then the user can perform a BLACK reset to the frame (select clear frame data check box when downloading ) -  which resets all the frame cards, this should clear up the issue as well.  For the Pico frame users this would be the first option to try. 
3.  Once the reset is performed either locally or via software control globally dial in to the suspect TEL-14 card again and verify that the incoming call is picked up by the TEL-14 card and that the line is released when the caller hangs up.
