Matrix: How do I program a Telephone Speed dial from the Concert IP panel (or intercom panel)

I am having a bit ofa problem setting up a fixed speed dial on a Median Matrix, using a Concertpanel to place the call.
I have tried to follow the instructions in the TEL-14 user manual, and are ableto call the external telephone. I can hear the audio from the Concert panel,but the panel can not hear the telephone.
Answer: to Program a Telephone speed dial onto a panel key 
hereis the general idea
 
a)    ECS > Make speed dial ,
·        The speed dial should have the telephone number andthe TEL-14 port you want to use.
 
b)    Make a control
·        Place the Speed dial into the control
 
c)    On your Concert panel (or intercom panel) – put a talk key to the TEL-14 port
d)    On your Concert panel (or intercom panel) – put a talk key to the control (whichincludes the speed dial)  
e)    From your concert panel (or intercom panel) 
·        Press the key the talk key for TEL-14 you should hearthe dial tone
·        Press the Control for the speed dial
 
Normallywhen we configure a TEL-14 key , we put both a separate talk and a separatelisten key on the panel. Also check the TEL-14 advances settings (Cards/ ports)and make sure the auto listen tick box is set to TRUE
