Matrix: Troubleshooting Tips for M+3 / Eclipse ICS-1016 Panels

Question:  I am hoping you could help by suggesting a fix or repair or replacement. We have the ICS-1016 unit which is showing the following symptoms:

1.)  All buttons dimly flickering.

2.)  No talk availability to any channel

3)  Every minute a short blast of interference is heard from the inbuilt speaker and lasts for about 2 secs.  Any ideas on where to start the troubleshooting?

Answer: 
There are several procedures to try on a ICS-1016 panel displaying the above symptoms:
1.)  Try a power cycle to the panel, unplug PSU from AC source for 20 seconds, then reconnect the PSU to the AC source and see if panel boots up properly
 2.)  The panel can be rebooted from the front panel by pressing and holding down simultaneously for a couple of seconds the following four buttons (Mic, Speaker, A and B) which are located on the right hand side of the panel.  Release the buttons and see if the panel reboots.
3.)  If you remove the CAT-5 cable from the frame to this panel, does this change the symptom?
4.)  Replace the existing ICS-1016 PSU with a known good PSU from another ICS-1016 panel, see if the symptoms persist.
5.)  Remove any existing peripherals from the ICS-1016 such as a EXT-1016 panel and serial cable connecting the two units together to verify that the cable and or EXT-1016 are not the issue.
