Matrix: My new ICS-1016 panels don't connect to my Matrix +3 frame

Question:  My purchasing department bought two new ICS-1016 panels for use with our existing Matrix +3 System 200 frame.  After plugging in the two panels onto the frame we noticed that both panels don't auto connect to the frame, we don't see them in the PGM-WIN hardware screen online, the MVX-A8 port leds don't light up and the panel keys flash red in unison once every second as though they were disconnected from the frame.  Is this a firmware issue?  We are running Matrix +3 version 2.4.1.
Answer:  Please verify that when you connect an existing panel to the same matrix ports (using the same cables ) everything is ok  
It is quite possible that the firmware embedded on the EPROM on the main board of the ICS-1016 panel is incorrect for Matrix +3 use, that is it could be that the panels in question here are Eclipse compatible panels.  In order to verify this the user would have to remove the dust cover for the ICS-1016s and once the dust cover is slid off the main board, look for the IC labeled IC 11 on the main board.  It will be seated in a socket, the top of the IC will have a label on it with a Clear-Com part number. 
If the part # is 710481, then the panel firmware is programmed to work with a Matrix +3 frame. 
If the part # is 710632Z, then the panel firmware is programmed to work with a Eclipse series frame.
