LQ/FOR-22 DB9 to ICOM M803
Connecting an ICOM M-803 to an FOR-22 or LQ 4WG2 is straightforward.
Ensure the Relay/GPO on the LQ/FOR-22 is firing as expected.
Create a cable as follows. Use of a terminal block to DB9 adapter will make this easier:

2 MOD - | Brown | 6 AUDIO OUT - |
3 GROUND | Red | 9 GROUND |
4 AF + | Orange | 2 AUDIO IN + |
