E-IPA / IVC-32 initiating connection

Some IT departments require devices to start an outbound connection before they will enable external communication. This can prevent some attacks but makes operations more difficult.

To have an IPA or IVC card start an outbound connection, set up a dummy IVC Direct port and make sure it is set to VoIP Caller so that whenever the card is active, it will be attempting to connect.

When we have used this, we have set the network address to either another IPA/IVC or to the address of the gateway switch; either seems to work but the latter causes fewer Event Log entries.
