One reason for failure to load a saved PM Pro layout file (.ccr) 
If the error message contains reference (in the first line) to a missing sound driver "No sound driver is available for use", this can be because an associated meter has been declared that uses the computer soundcard. 
If the computer cannot have a soundcard installed for some reason, the way to fix this is to open the map on a computer that has an installed soundcard and remove the associated meter reference. Save the modified file and reopen on your original machine.
