Service: TFTP server not working on Win7 x64 machine when trying to update V-series panel

I am trying to update a V-series panel via the TFTP process but the TFTP server on the ECS CDROM does not work on Win7 x64 bit machine 
Answer on the ECS CDROM there is an alternative  TFTP server (WinAgents) which does work on x64 bit machines 
InstallWinagents TFTP Server located here:
ECS CDROM\\...3rd_Party_Software\V-Panel TFTP Server App\tftpserver-setup.exe
All the files mentioned in attached document can be found on the ECS CDROM
