Partyline: Can you explain MS-704 Main Station announce function

Question: Can you explain MS-704 Main Station announce function and I also want to know if a jumper across pins 1& 2 of J11 interrupts the announce or program?
Answer:  The Announce output is normally wired to a in-house Public Address (PA) systemWhenever the announce button on the front panel is pressed, the selected microphone is sent to the announce output and the announce relay is activated.
An XLR-3M connector provides the announce output from the rear of the station.
Simultaneously, if the program audio feed to the announce output is enabled, it is interrupted by the announcement. Program audio feed to the announce output is selected by setting jumper J11 on the main board to the on position.
The pinout of the announce output connector is as follows:
Pin 1 --- Ground (shield)
Pin 2 --- - Signal
Pin 3 --- + Signal
