Yes you can connect a Drake 4000 Hi-QUE card to an Eclipse Matrix with a E-QUE card 
A number of customers have successfully connected audio tie-lines between a Drake 4000 matrix fitted with a HI-QUE card and a Eclipse Matrix fitted with E-QUE card

Both cards support the E1 protocol and can pass 30 channels of audio over 1 CAT-5 cable 
Both cards must be set to Audio (E1-direct) mode only . You will need to make a E1 cross over cable 
Drake 4000 system cannot be intelligently linked to Eclipse matrices. You can only pass audio between them
