IP-Concert: Can a non Eclipse Concert user speak directly with an Eclipse

No, only Concert users that have enabled to talk to Eclipse users can speak directly with Eclipse users (panels / interface, partylines etc)They will also need to have keys programmed to access the Eclipse users
Concert Clients that have not been enabled for Eclipse can only speak to other Concert users.
