Matrix: When would an IVC-32 Redundant card switch back to a failed IVC-32 card?

An IVC-32 Redundant card will switch back to a failed IVC-32 card only under the following condition:
The redundant card it self has failed. If the original card is still in error, then it will switch back and forward until corrective action is taken
