More than likely your Clear-Com wired system has not been properly grounded. The DX200 has an isolated power supply and would not be the cause of the sound you are hearing. Due to the electrical characteristics of an isolated ground the DX200 made evident that the equipment it was connected to was not properly grounded.

In this case the use of an MT-1 to isolate the ground, power and signaling lines between the Clear-Com PL and the DX200 would be recommended.  The MT-1 has a built in termination so the termination on the Clear-Com PL would need to be disabled.
